veronica johnson will tell us who might see what. veronica? >> a bit of fog for us tonight, for tomorrow morning, even for tomorrow afternoon, we could still have patchy fog. all that and temperatures will be quite warm during the overnight period. in fact, there will be closer to our afternoon high normally. we've got a few more showers still dripping through the area, around petersburg, winchester, frederick area, down toward warrenton. right around the belt ware, we are wet. 270, you're wet heading up toward gaithersburg with a few showers. there's nothing heavy around the area and i'm not seeing anything freezing, because our temperatures are definitely high enough. well above freezing right now. 37 degrees gaithersburg, 38 in russville, only 44 degrees in huntington. call it cool, well, some folks might even call it might, as we drop to 40 degrees by 7:00 this

evening. that rain only hangs on until about 7:00, maybe 8:00 down to our south and east. we'll talk about the roller coaster right for the week in a few minutes. a major policy shift for the boy scouts. >> the ban on gale members may be coming to an end. keith rustle has details on what would be a pivotal decision for the youth group. >> we should start by saying nbc news brought this story. just seven months ago, the boy scouts of america upheld is the policy of not allowing gale members. today a major turn of events. the organization is considering changing that policy. if adopted by the board of directors, the ban will be eliminated from the national rules and leave it up to the local boy scout organizations to decide if they open gale members. back in 2000, the supreme court ruled the scouts had a right of free expression when it came to their belief -- but if the policy change is approved, it

could be announced as ellie as next week. part of a statements reads -- the boy scouts would not until any circumstances dictate a position to units, members or parents. until this proposed policy, the bsa, boy scouts of america, would not require any chartered organization to act in any ways inconsistent with that organization's mission, principles or religious beliefs. coming up on "news4 at 5," jackie bensen will have more on how this could impact a local troop's effort to adopt a nondiscrimination policy. keith russell, news4. it could be the biggest immigration reform effort in years. president obama is preparing to rereel shylan for a second term, and a bipartisan group of senators announced their plan for a pathway to citizen ship. we have more on what could still hold up progress. >> reporter: it's a big step, but as you know, the devil is in the details. a key holdup could be how to ensure a tough, but also fair path toward citizenship.

exactly one week after president obama called immigration reform a top priority, the issue is garnering momentum with a rare show of bipartisan support. >> for the first time ever there's more political risk in opposing immigration reforming that in supporting it. >> this is consistent with our country's tradition of being a nation of laws, and a nation of immigrant. >> eight leading republican and democratic snorts are proposes an immigration overall. the legislation would create a path to citizenship for unauthorized immigrants already here, secure the border, reform the legal immigration system to keep families together. award green cards to immigrants who obtain advanced degrees at american universities. improve the employment verification system. and allow more low-skilled workers to enter the country for hard to fill jobs in areas such as agriculture. >> there's no reason to delay.

it was supposed to be a sell brailled journey, but with the eyes of the world watching, it quickly turned into one of the disasters. the space shuttle "challenger" exploded 27 years ago today. all seven crew members were killed, including christa mcauliffe. the shuttle blew up just 73 seconds avalanching from cape canaveral. the tragedy unfolded on live television, with school children across america among the viewers. the explosion was due in part to a bad deal on one of the. iran says it has successfully sent a monkey into space. a report on iranian tv said the rocket carried the monkius 72 miles up and brought it safely back. it described the achievement as another step toward the

just minutes ago we found out about new developments about an inmate who was ordered freed. justin wolfe was on dust rout for the 2001 murder for hire of his drug supplier. he was ordered to go free after allegations that the prosecution coerced a key witness. prosecutors fought the release. today an appeals court -- no issue on when they'll -- this next story you have to hear. a milestone moment for the first soldier to survive after losing all four limbs. his name is brendan morocco, injured by a roadside bomb. today we're learning he received a double-arm transplant. his father says the operation was done last month in baltimore. a new conference is planned for tomorrow. we'll stay on top of that as well. at the live dec. keyes rustle, news4. another assault investigation involving chris bowen. the l.a. county sheriff's

department says he allegedly punched someone outside a recording studio. sunday night's altercation was apparently over a parking lob. tmz says it involves fellow grammy nominee frank ocean. ocean later tweeted that he got jumped by brown and some other guys right before the 2009 grammys, brown was arrested for beating up his then girlfriend/sink erbil. don't med with kaye diggs. he had just returned home after the screen actors' guild awards when he found the man. he tackled him, detained him under police arrived. it's not clear if he was hurt or how the suspect got into his home. and the award goes to the cast of "argo." >> ben affleck's arguo earns top honors at this year's creek

going to break into full sunshine, despite the fact we'll still have patchy fog to deal with toei with, and wednesday gets very interesting. i'm not looking at much rain, but the latter part of the day, the evening overnight, different story. here we are at noontime. as it advances by the time we get to 3:00, 4:00, some showers will show up, and heavier rain as the strong cold front bears down on the mild air. it's really going to be a clash of air masses. this is precipitation, potential rainfall of what we're expecting throughout the overnight period on wednesday, early thursday, anywhere from a half to about an inch of rain through the area, and as that system comes through wednesday late evening overnight period, could even get a bit of lightning, thunder with that system. again, pockets of moderate and some heavy rain, so it gets interesting indeed. as far as our evening goes, 40 degrees by 9:00, again patchy

>> translator: the sadness is great all around. it's very hard to help people when you are also grieving. >> reporter: fears are mounding the death toll could rise. more than 100 are still being treated at local hospitals. at least 30 of them in serious condition. investigators currently believe that a band performing at the club set off the fire during a pyrotechnics display. the blaze turned into an inferno in mere seconds. most of the dead suffocated, while others were trampled trying to get out of the club's single exit. witnesses said bouncer initially blocked the exits, because they thought customers were trying to skip out on bar tabs. authorities have detained four people believed to be the club horns and two band members to question them about the blaze. the club's operating license had expired last year, and was in the process of being renewed. the investigation of the fire could drag on for years. little comfort for grieving

families. news4's dorothy spencer sat down with the prince george's county fire chief to talk about in tragic fire. tonight at 5:00, you'll hear his advice on how you can stay safe when you go out in our area. a virginia student is now facing federal charges stemming from the hoax that caused the campus lockdown at the university of virginia. deral authorities, against brian alexandre today, he's accused of calling 911 last wednesday night. saying he sauce someone with a gun on campus. police swarmed in, locking down the school for about an hour and a half. the new charges include knowingly making false, fictitious and fraudulent statements. state police tell us alexandre of sophomore psychology student confessed to the hoax. 16 years after the murder of jonbenet ramsey, nbc news has confirmed a bombhell secret. during the murder investigation,

a grand jury voted to indict the parents john and patsy ramsey for child abuse, but the boulder district attorney didn't prosecute, because they wasn't sure he could get a conviction. that was three years into the investigation and there wasn't enough evidence. her parents were eventually cleared of any wrongdoing back in 2008. some consider lynn bias one of the greatest basketball players to never play professionally. this week his mother is talking to kids about the dangers of kids. the former university of maryland standout died in 1986 after an apparent drug overdays ago, just two days after the celtics drafted him. i talked to his mother about the message she's sending. >> i believe my son would still have been alive today were it not for his associations, the people that we was associated

take a look at this chopper video out of australia. rising floodwaters trapped three people in a pickup truck, including a 14-month-old child.

rescuers were able to reach them, but there was an added challenge. the child was too small for a regular airlift harness, so they zipped iminside a waterproof bag. he was crying, but he was okay. the adults were pulled out. at least three people were killed in record flooding over the weekend. wow, remember those flying cars from "the jetsons"? if an inventor has his way, you could soon see these. a sky car is now being wind tunnel tested in california. the sky car 200 is designed for short distances and low-level flights, but could also be driven on a street up to 30 miles an hour. each car would hold two people. the inventor hopes to not even need a pilot's license to operate one. >> it's called a pilot's certificate, which is like a driver's license. >> the scientists and designers say they already have buyers

police have confirmed that a rolls-royce that crashed into a building this morning in fla belonged to rapper rick ross. >> it happened in forth lauderdale. police believe it was a target in a drive-by shooting. >> reporter: this rolls-royce police say was the target in a drive-by shooting near 15th avenue, crashing into a nearby apartment building in an attempt to get away? >> the vehicle occupants were in fear for their lives, attempted to get away, and ultimately ran into the apartment behind me. no one was injured. >> but leavely shaken up. witnesses identify the man inside the pricey car as rapper rick ross. >> we went out there, there was
